Just failing to see the real issue with it. He's not making money off of it nor is he outright claiming he made it himself. Its just a for-fun role-play.

Actually, as it turns out, it depends on the forum, but if it was directly copied, it is an infringement of copyright law, against either the original poster or the forum itself; depending on the forum's user agreement, the forum might claim copyright ownership on all things you post there, but if it doesn't, the poster keeps those rights. (This can cause weirdness, like forums being able to require that you receive permission before removing content you produced yourself. Some places do take advantage of that very thing.)

Basically, the point here is: don't use someone's original work without permission, because whether it's illegal or not, it's downright rude. Whether it is using other lore/content, no one likes a piece they worked hard on to be taken and used elsewhere without their permission/receiving credit.

It really cant considering netdeckers get their decks from people who are actually sharing them

I can see where he's aiming, but videos with people explicitly telling whoever watches their deck lists what their deck contains and rps like this have nothing in common whatsoever, other than they are being on the internet e.e

Um... Netdeckers generally netdeck from a forum post or Youtube video in which permission is almost always given to use the deck. In that case, I stated it is rude to do these things without permission in my previous post. While it may be your opinion netdecking is wrong for some other moral reason, it is perfectly fine by way of copyright infringement on both the legal and moral level.

And thank you, Sylv, but I check on ODA almost everyday, I just don't have an interest in 90% of posts because they're YuGiOh related or some goofy forum game.

Well, this topic has changed its subject... I agree with most people here. Even if there is no actual "law" against it, its not a good idea to copy someones work. They put hard work into it, and unless they give permission, its rude to steal it. If they give permission, then by all means you can use it and give credit to the guy.

And about netdecks. People share their decks on purpose so its not stealing. And unless you play meta, most netdecks are bad anyway. I personally think its fine and I sometimes do it, when I make a new deck. I look over a few builds and choose one I like and has my playstyle. Then I start playing and keep changing cards until it has become my creation fit to how I play.

Not talking about Heartstone. Anyway, I stopped playing my Zoo lock deck, I am using control Pally. But Believe it or not there can be skilled Zoo decks (Not saying mine is at all). Anyway, lets go back on topic. This topic is going all over the place with net decking and everything anyway.
