Goggles of an Expert
Normal spell card
Both players look into each other's hand and add the monster with the highest attack from each other's hand to their hand. If a player has no monsters in hand, that player draws cards until he/she will draw a monster card. During the end phase, both players discard every card drawn by this effect.

Musical Note of Speed
Continuous trap card
Every card you'll activate will instantly count as a 3 chain card (aka counter trap).

Rusty Mobility
Continuous spell card
Every card your opponent will activate will instantly count as a 1 chain card (aka normal spell).

Ring of Stupidity
Continuous spell card
Each turn, the player banishes every card in their respective graveyards. For each card banished, each player takes 300 damage.

for the 1st 3, i'll just repost my thoughts on them as they haven't changed

The first one seems like it'd be aight without the drawing effect, cause it could be abused a lot for the draw power. I don't really like the other 2 though tbh, if you have either of them out, your opponent can't chain to anything you do. I'd literally put Rusty Mobility in every deck I build

And the burn on Ring seems like it should be lowered. As it is, if 27 cards total are in the graveyards, both players have taken 8100 damage. You could build a deck around Ring, with stuff like Barrel Behind the Door. Heck, that's a 2 card combo. If there are at least 14 cards total in the GYs and you have Barrel set, you activate Ring and chain Barrel. Your opponent takes 8400 damage and you take nothing
