this is a classic hero deck I have been working on. I have gotten it to be pretty consistent as is but ! would like to make it even more consistent if possible. I am still thinking about the miracle fusions and the shining at this stage. I am most likely going take out some of the useless fusion monsters for some xyz for more variety of plays. Any suggestions and/or fixes are welcome.

I think, if you're going to drop "useless" Fusions, I'd aim to drop:
Steam Healer, Tempest, Phoenix Enforcer, and Rampart Blaster.

yeah I was thinking about Steam Healer and Rampart Blaster. I have summoned tempest quite a few times as well as phoenix enforcer because it cannot be destroyed by battle.

True, but you can just skip Phoneix for Shining Phoenix. Has same effect, plus a power boost and clears a space in the Extra deck.
